What about dogs on drivers' laps?

When I was a young gaffer, I was taught to always walk on the left side of the road when there was no sidewalk.
Now, it seems like everyone walks on the right. Has there been a change in the recommended practice, or is everyone just unaware?
Also, I see many older drivers with a dog seeming to be doing the driving.
While I'm sure the dog's sense of direction is pretty good, I'm not sure about its ability to make a sudden steering change. Certainly, the human with the dog in his/her arms would not be able to either.
I suggest the B.C. government add this to the "distracted driver" list.
