Why residents have lost interest in City Hall

So, Walter Gray breezes into a recent Rutland (not the other place) Residents Association meeting, flogs stats about $3.7 million in capital expenditures for the area.
Forgets to say that this is provincial government money.
Spends a lot of time talking about restructuring staff at City Hall - who cares? Do something.
Tells some tasteless and sometimes sexist, Will Rogers jokes, e.g. "Don't crouch on your spurs … How to win arguments with women."
What? Is he that far behind the times - Will Rogers?
Has very little to offer for traffic problems in many areas of Rutland. Not even increased, on the ground, enforcement.
Says council has nothing to offer for "revitalization" of downtown Rutland.
Says council meets once a year with the school board to go over needs. What? Once a year?
Seems to have a three-minute radio announcer answer for everything. Residents really do not get to say much.
Says the heritage committee was "living in the past." What?
And that he will appoint committee members to get the right people/mix. Ahhh... where oh where did democracy go?
Do you see why residents do not attend these meetings - or city council meetings, for that matter?
